The Rowan County Sheriff’s Office has charged four individuals in connection with an April 1 attempt to smuggle narcotics and contraband into the county detention center. Inmate Justin Ray Webster was identified as a key figure, conspiring with Amber Purser, Joseph Montgomery, and his father James Webster to introduce suboxone, tablets, and tobacco into the facility.
All four face felony conspiracy charges. Bonds were set at $2,500 for three suspects, with James Webster receiving a $20,000 secured bond due to a probation violation. A food service employee was also fired after reportedly accepting payment from an inmate to bring in contraband—charges are pending.
